Overview
We are improving the electric transmission network across the Denver metropolitan area and neighboring suburban corridor. Projects are in:
- Adams, Arapahoe, Broomfield, Denver, Douglas and Jefferson counties.
- Cities of Aurora, Broomfield, Castle Pines, Centennial, Commerce City, Denver, Englewood, Federal Heights, Greenwood Village, Lakewood, Littleton, Lone Tree, Sheridan and Westminster.
Upgrading the system will allow for increased renewable generation capacity, reduced emissions and help manage long-term energy costs.
On January 2, 2026, the Colorado Public Utilities Commission issued a Certificate of Public Convenience and Necessity for these projects in proceeding number 24A-0560E.

Need and Benefits
We are strengthening Denver’s electric grid to enable more clean energy. In 2024, the Colorado Public Utilities Commission approved our Energy Resource Plan adding 6,100 megawatts of new wind, solar, and gas generation to support state and company greenhouse-gas reduction goals. Our Colorado’s Power Pathway transmission line will deliver that generation to our load centers and is expected to be completed in 2027.
To maintain system reliability and power quality as these resources come online, strategic upgrades to the existing Denver metropolitan system are required. The Denver Metro Transmission Upgrades comprises targeted infrastructure upgrades spanning the Denver metro area.
Schedule
Construction will occur between 2026 and 2032:
- In 2026, construction includes the Greenwood to Arapahoe, Daniels Park to Prairie to Greenwood, and South Substation in the South Group.
- In 2027, the following projects will begin construction: Smoky Hill Substation, Smoky Hill to Buckley to Tollgate to Jewell to Leetsdale in the East Group; and the Greenwood Substation in the South Group.
- In 2028, construction for the Leetsdale to Harrison in the East Group; Arapahoe Substation and Daniels Park Substation in the South Group and Cherokee to Federal Heights to Semper to Broomfield and development of Substation A in the North Group will begin.
- In 2029 and 2032, construction will start for the Denver Terminal to Elati in the East Group; Arapahoe to South Tap to Bancroft, Daniels Park to Santa Fe in the South Group and Cherokee to Substation A, Cherokee to Mapleton to Substation A, and Cherokee to Conoco to Substation A in the North Group.
